Questions about psychological testing?

This kid was harassing me and my boyfriend for about a year. He was hacking our facebooks, emails, using our netflix, canceling our plane tickets to Europe, and many more things. Finally, the cops got really serious and they went to his house. They picked him up and questioned him. He admitted to hacking our facebooks and emails. He claimed to be doing it because he was in love with me and didn't want me to be with my boyfriend. He found out my address, my middle name (which i've kept a secret from everyone), my phone number, emails, etc. The cop said that he said some other stuff and sounded as if he knew me well. I only had two conversations with this kid. He used to be my boyfriends best friend but he was always incredibly rude to me. The cops sent him to the county jail for a week and made him have psychological tests. He was in for a week and they sent him home but he still had to do more psychological tests. Why did they make him do more psychological tests? Do they think that something is actually wrong with him? My boyfriend thinks that he might be trying to plea insanity. Could that be true? Please help. I really don't know anything about psychological tests.
