Is it normal to be topless in front of your brother in law?

I saw an article about pippa middleton and it showed a picture of her topless right next to prince william. The article made it seem perfectly normal. I personally think that anyone who's topless in front of their brother in law/ sister's boyfriend has no decency. Does anyone else agree or am I missing something?
